A_26220 — Default Setting for Public Read Receipts

A_25433-01 — Configuration of Public Read Receipts

A_26221 — Private Read Receipts

TI-M Clients MUST send private read receipts (m.read.private) whenever the sending of public read receipts is disabled.

If the user has public receipts turned off (the default), the client must still send private read receipts (m.read.private).

In summary: the spec enforces a privacy-first approach. Public read receipts (m.read) are off by default and user-toggleable, and private read receipts (m.read.private) must always be sent as a fallback when public ones are disabled. All three are mandatory requirements.
